Could just be dry scalp. There is a product called scalpision that works well for an itchy scalp.

try using a different shampoo. maybe youre allergic to that specific one. If not.. then you havent washed out all the shampoo/conditioner off your hair. rinse it a few more times.

Make sure you wash out all your shampoo and conditioner. However, once you turn the water off get a little conditioner in your hair particularly on the scalp (but don't rub it in) it will keep it moisturized and it will feel a lot better and less itchy.
