Thanks dja2k, I will post back here if I find anything out more.
I been asking the same question as you and I figured out that your first two rules are okay, but I am not certain about the Gobal ones. I rather set the localhost loopback individually to programs asking for internet access. I think that if you make those global rules, you might just let all programs access the net. If you find out otherwise, post it here so I can set those rules too, cause those localhost loopbacks do get annoying sometimes.
