vBulletin's backend is built on PHP and MySQL; the front end that you see, made via templates, is in XHTML and CSS.
There's various sources to learn about the above languages; you could check the W3C Schools site; a quick search in Google could lead you to dozens of tutorials.
Note that no prior knowledge of programming languages is necessary in order to purchase and use vBulletin. :)
